EvalPartners evaluation of Strategic Plan commenced in July

In July, EvalPartners announced that the evaluation of the EvalPartners Strategic Plan will be led by international evaluation consultancy Le Groupe-conseil baastel (Baastel). In mid-August, the EvalPartners Evaluation and Knowledge Management Committee (EKMC) met to discuss the progress of the Evaluation, and to receive an update from Claudine Voyadzis, Baastel’s Evaluation Team Leader on the project.

The EvalPartners Strategic Plan (2018-2020) was defined with the following objectives :
(i) to improve capacity to evaluate the SDGs;
(ii) to stimulate professional development of evaluators;
(iii) to raise the profile of evaluation amongst a wide range of stakeholders; (iv) to consolidate the on-going work and initiatives of the five EvalPartners networks.

The evaluation of the EvalPartners Strategic Plan for the period 2018-2020 takes place some eight years after the creation of the movement, at a time where EvalPartners has gone through important structural changes, including a revised governance structure. It also happens as both the Global Evaluation Agenda 2016-2020 (EvalAgenda2020) and the EvalPartners Strategic Plan 2018-2020 come to an end.

The evaluation will follow two levels of analysis:

  1. Strategic Level: review the relevance, coherence, effectiveness, efficiency and sustainability of the Strategic Plan 2018-2020
  2. Programs/Activities/Interventions Level: assessment of the main achievements along the same criteria, of the initiatives undertaken by the five thematic networks including the Flagship programs, the Peer-to-Peer (P2P) grant programs, and the Innovation Challenge programs.

The first draft of the Evaluation is expected to be completed in November 2020 and will be shared with all EvalPartners stakeholders.
